HOUSE CONCURRENT

RESOLUTION

 

 

requesting cost-benefit analysis of installing new landscape irrigation systems at state facilities.

 

 

 


     WHEREAS, many state facilities have old and inefficient landscape irrigation systems; and

 

     WHEREAS, newer technology and best management practices can improve the efficiency of landscape irrigation and lower operating and maintenance costs, according to the Landscape Industry Council of Hawaii; and

 

     WHEREAS, the cost of capital improvements can be a barrier to the replacement of inefficient landscape irrigation systems; and

 

     WHEREAS, the Legislature has reason to believe that water conservation and the use of efficient landscape irrigation systems will lower the operating costs of state facilities; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Accounting and General Services is requested to conduct a cost-benefit analysis of several buildings under its jurisdiction regarding the potential replacement of landscape irrigation systems and best management practices; and

 

     BE IT FURTHER RESOLVED that the Legislature requests that the cost-benefit analysis consider the financing of new irrigation systems, the life cycle and operational costs of new systems, and the payback period of water and electricity savings applied to the cost of the installation; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to select state facilities with different types and ages of irrigation systems and to develop an analysis of current operating costs and the estimated operating costs of new systems; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to present its findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller and the Governor.
