HOUSE CONCURRENT
RESOLUTION
encouraging the faculty of the university of hawaii system to make greater use of open education resources and other low-cost or free resources.
WHEREAS, the cost of attending college continues to rise; and
WHEREAS, according to the College Board, the cost of tuition and fees for attending an in-state public college for the 2017-2018 academic year averaged $9,970, while the average cost for books and supplies for the same academic year at public colleges averaged $1,250; and
WHEREAS, during the last twenty years, the cost of college textbooks has risen much more rapidly than the consumer price index; and
WHEREAS, since 2015, open educational resources at the University of Hawaii have offered free instructional materials to help lower the cost of higher education, provided faculty more control over their instructional materials, and enabled students to learn in new ways; and
WHEREAS, open educational resources offer learning, teaching, and research resources that are either in the public domain or have been released with an intellectual property license that permits free reuse and repurposing; and
WHEREAS, through faculty use of open educational resources since its adoption, this technology-driven instructional content has saved students hundreds of thousands of dollars in textbook costs; and
WHEREAS, open educational resources are part of a larger movement known as the open access movement, which refers to online research outputs that are free of all restrictions on access (e.g., access tolls) and free of many restrictions on use (e.g., certain copyright and license restrictions); and
WHEREAS, open access can be applied to all forms of published research output, including peer-reviewed and non-peer-reviewed academic journal articles, conference papers, theses, book chapters, and monographs; and
WHEREAS, the use of open education resources and other low-cost or free resources can help lower the cost of books and educational materials for students and increase the affordability of college for more families; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the faculty of the University of Hawaii is encouraged to make greater use of open education resources and other low-cost or free resources; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chair of the Board of Regents of the University of Hawaii, President of the University of Hawaii, and co-chairs of the University of Hawaii All Campus Council of Faculty Senate Chairs.
