HOUSE CONCURRENT

RESOLUTION

 

 

requesting the auditor to conduct AN audit of the department of health and department of public safety's implementation of the hawaii information portal.

 

 


     WHEREAS, one of the Governor's priorities is to increase government efficiency by modernizing outdated government systems by transitioning paper-based systems to paperless systems; and

 

     WHEREAS, since the 1960s, the State used a paper-based, manual collection payroll system to pay state employees; and

 

     WHEREAS, in May 2018, the State took its first step to modernize the state payroll system by replacing the paper-based payroll system with a software-based paperless payroll system and utilizing the new system to pay a small group of state employees; and

 

     WHEREAS, by early 2019, all state employees were transitioned to the new electronic payroll system, and their payroll records, pay statements, and W-2 forms were made available for retrieval electronically through a website called the Hawaii Information Portal (HIP); and

 

     WHEREAS, although the transition to the electronic payroll system was completed successfully, problems arose with HIP; and

 

     WHEREAS, some employees, particularly employees of the Department of Health and Department of Public Safety, reported that their payroll and leave time were calculated incorrectly; and

 

     WHEREAS, an audit of the Department of Health and Department of Public Safety's HIP practices and usage would help resolve issues regarding the calculation of employees' payroll and leave; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the Senate concurring, that the Auditor is requested to conduct an audit of the Department of Health and Department of Public Safety's implementation of the Hawaii Information Portal; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of its findings, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, Director of Health, Director of Human Resources Development, and Director of Public Safety.
