HOUSE CONCURRENT
RESOLUTION
REQUESTING Hookakoo Corporation to convene a WORKING GROUP TO DETERMINE STAKEHOLDER INVolvEment in conversion charter schools.
WHEREAS, Act 2, Session Laws of Hawaii 2002, authorized established public schools to convert to charter schools, which then became known as conversion charter schools; and
WHEREAS, there is no statutory requirement that the local school board and the principal of a conversion charter school consider stakeholder input; and
WHEREAS, recent events in the conversion charter school community have brought to light the need to discuss codifying the process for stakeholder involvement and input; and
WHEREAS, pursuant to section 302B-6(e)(1), Hawaii Revised Statutes, a nonprofit organization that intends to convert a department school to a conversion charter school may "appoint advisory groups of community representatives for each school managed by the nonprofit organization; provided that these groups shall not have governing authority over the school and shall serve only in an advisory capacity to the nonprofit organization"; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the Senate concurring, that the Executive Director of Hookakoo Corporation is requested to convene a working group to determine stakeholder involvement in conversion charter schools; and
BE IT FURTHER RESOLVED that the Executive Director of Hookakoo Corporation is requested to appoint members of the working group to consist of at least one representative from each school currently under its jurisdiction from each of the following groups:
(1) Parents;
(2) Teachers;
(3) Non-certificated school personnel;
(4) The community;
(5) The local school boards; and
(6) Students; and
BE IT FURTHER RESOLVED that the Executive Director of Hookakoo Corporation is requested to serve as the chairperson of the working group; and
BE IT FURTHER RESOLVED that the working group is requested to review the statutes and rules pertaining to conversion charter schools and review section 302A-1124, Hawaii Revised Statutes, which requires stakeholder involvement in public schools through school community councils; and
BE IT FURTHER RESOLVED that the working group is requested to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013 including recommendations and any proposed legislation; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Executive Director of Hookakoo Corporation, the members of the Hookakoo Board of Directors, and the principals of all conversion charter schools.
