HOUSE CONCURRENT
RESOLUTION
REQUESTING THAT A WORKING GROUP BE CONVENED TO MAKE
RECOMMENDATIONS on flood mitigation at the intersection of East Manoa Road and
Oahu Avenue.
WHEREAS, although numerous communities in Hawaii experience periodic flooding during times of heavy rain, Manoa Valley is particularly susceptible to flooding; and
WHEREAS, the intersection of East Manoa Road and Oahu Avenue frequently floods following a downpour, with water levels rising above the curb; and
WHEREAS, when flooded, the intersection of East Manoa Road and Oahu Avenue becomes nearly impassable to motor vehicles that may stall in the flooded waters, and hazardous to pedestrians who may be unable to see nearby storm drains or curbs; and
WHEREAS, the intersection of East Manoa Road and Oahu Avenue is the primary entrance into, and exit from, Manoa Valley; and
WHEREAS, emergency services, including police, fire, and emergency medical services, must be able to efficiently respond to all emergencies throughout Manoa Valley; and
WHEREAS, flooding at the intersection of East Manoa Road and Oahu Avenue, and the traffic congestion caused by the flooding, may delay the provision of emergency services within Manoa Valley; now, therefore,
BE IT
RESOLVED by the House of Representatives of the Thirty-first Legislature of the
State of Hawaii, Regular Session of 2021, the Senate concurring, that a working
group be convened to make recommendations on flood mitigation at the intersection
of East Manoa Road and Oahu Avenue; and
BE IT FURTHER RESOLVED that the working group comprise the following members:
(1) A member of the House of Representatives whose district includes at least a portion of Manoa, who shall be appointed by the Speaker of the House of Representatives;
(2) A member of the Senate whose district includes at least a portion of Manoa, who shall be appointed by the Senate President; and
(3) A member of the Honolulu City Council whose district includes at least a portion of Manoa, who shall be appointed by the Chair of the Honolulu City Council; and
BE IT FURTHER RESOLVED that the working group is requested to invite the following persons to join the working group:
(1) An individual currently living near the intersection of East Manoa Road and Oahu Avenue; and
(2) An individual who will benefit from, and is able to provide suggestions for, flood mitigation at the intersection of East Manoa Road and Oahu Avenue; and
BE IT FURTHER RESOLVED that the working group is requested to select one of its members to serve as chairperson; and
BE IT FURTHER RESOLVED that members of the working group shall serve without compensation but shall be reimbursed for travel and other necessary expenses incurred in the performance of their official duties; and
BE IT FURTHER RESOLVED that members of the working group who are public officers or employees shall receive no additional compensation for service on the working group beyond their normal compensation; and
BE IT FURTHER RESOLVED that no member of the working group shall be made subject to Chapter 84, Hawaii Revised Statutes, solely because of that member's participation on the working group; and
BE IT FURTHER RESOLVED that the working group is requested to report its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and
BE IT FURTHER RESOLVED the working group shall cease to exist on June 30, 2022; and
BE IT FURTHER
RESOLVED that certified copies of this Concurrent Resolution be transmitted to the
Governor, Speaker of the House of Representatives, President of the Senate, Mayor
of the City and County of Honolulu, and Chair of the Honolulu City Council.
