HOUSE CONCURRENT

RESOLUTION

 

 

requesting a sunrise analysis of mandatory insurance coverage for certain sexually transmitted disease screenings.

 

 

 


     WHEREAS, some women have difficulty accessing annual health screenings for sexually transmitted diseases, including human immunodeficiency virus and acquired immunodeficiency syndrome; and

 

     WHEREAS, early detection is paramount to proper healthcare and prevention of further transmission of sexually transmitted diseases; and

 

     WHEREAS, certain healthcare providers do not screen specifically for some sexually transmitted diseases, including human immunodeficiency virus and acquired immunodeficiency syndrome, at annual screenings, even though the Patient Protection and Affordable Care Act requires health insurance to cover those screenings without a co-pay; and

 

     WHEREAS, section 23-51, Hawaii Revised Statutes, specifies that before any legislative measure that mandates health insurance coverage for specific health services as part of health insurance policies can be considered, there shall be concurrent resolutions passed requesting the Auditor to prepare and submit to the Legislature a report that assesses both the social and financial effects of the proposed mandated coverage; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Auditor is requested to conduct a sunrise analysis of mandatory insurance coverage for sexually transmitted disease screenings, including screenings for human immunodeficiency virus and acquired immunodeficiency syndrome, during a female insured's annual pelvic exam, as set forth under H.B. No. 1897 and S.B. No. 2323, as may be amended, during the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that the Auditor is further requested to submit a report of the Auditor's findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, the Director of Commerce and Consumer Affairs, and the Insurance Commissioner.
