HOUSE CONCURRENT

RESOLUTION

 

 

requesting a feasibility of implementing a wildlife compact.

 

 

 


     WHEREAS, the Interstate Wildlife Violator Compact is a multistate agreement that promotes the enforcement of hunting, fishing, trapping, and other wildlife related regulations across jurisdictions; and

 

     WHEREAS, implementing the compact would mean that engaging in illegal activities in one participating state could affect a person's hunting or fishing privileges in all other participating states; and

 

     WHEREAS, the compact would prevent wildlife violators who have lost their hunting, fishing, trapping, or other wildlife-related privileges in other member states from coming to Hawaii to circumvent those license revocations; and

 

     WHEREAS, the compact would prevent persons who have been punished with license revocation in Hawaii from avoiding this punishment by engaging in hunting, fishing, trapping, or other wildlife-related privilege in another state; and

 

     WHEREAS, member states of the compact have reported little to no added costs or administrative burdens associated with participating in the compact; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Board of Land and Natural Resources is requested to conduct a feasibility study on the potential ramification of implementing a wildlife compact with other states; and

 

     BE IT FURTHER RESOLVED that the Board of Land and Natural Resources is requested to submit findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to Chairperson of the Board of Land and Natural Resources.
