HOUSE CONCURRENT
RESOLUTION
requesting water haulers that provide water to customers with catchment tanks to conduct PH tests of those customers' catchment tanks at no charge.
WHEREAS, vog is a form of air pollution that results when sulfur dioxide and other gases and particles emitted by an erupting volcano react with oxygen and moisture in the presence of sunlight; and
WHEREAS, increased volcanic activity on the Big Island in the past few years has caused vog to regularly affect the air quality in areas extending for many miles around Kilauea Volcano; and
WHEREAS, vog has extensively damaged crops and livestock on the Big Island and poses a health threat to its residents; and
WHEREAS, many Big Island residents in areas around Kilauea Volcano depend on catchment water for their water supply, which is used for washing, bathing, and drinking; and
WHEREAS, the acidic nature of vog pollution in the air also raises the acidity of water that is captured in catchment tanks; and
WHEREAS, even mildly acidic water over time can cause expensive damage to a home's plumbing; and the health effects of drinking or bathing in water with increased acidity are unclear; and
WHEREAS, a low cost simple test is available to determine the acidity of catchment water so that it may be easily treated to return the water to a normal neutral pH that is safe for household use and human consumption; and
WHEREAS, water hauling services are frequently used by Big Island families to supply and service water catchment tanks, and water haulers are well-situated to test the pH of water catchment tanks to determine the acidity of the water inside;
now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that water haulers are requested to provide pH tests of the acidity of their customers' catchment tanks at no cost to the customers; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Public Utilities Commission, who, in turn, is requested to transmit additional copies of this Resolution to the chief executive officer of each property carrier that is a water hauler that is regulated by the Commission.
