TWENTY-SIXTH LEGISLATURE, 2011

STATE OF HAWAII

HOUSE CONCURRENT

RESOLUTION

urging the city and county of honolulu to complete necessary asia-pacific economic cooperation-related public works projects before the commencement of the Asia-pacific Economic Cooperation Summit.

     WHEREAS, the Asia-Pacific Economic Cooperation will convene its 23rd annual summit in Honolulu, Hawaii from November 12-13, 2011, less than a year away; and

     WHEREAS, the Summit is one of the world's largest intergovernmental meetings and likely the biggest and most important international event ever held in Hawaii, bringing together leaders from at least 19 nations, including the United States, China, Japan, Australia, the Philippines, Mexico, Russia and Korea, and the heads of the World Bank and World Trade Organization, among many others, to discuss trade, investment, and other economic issues integral to the Asia-Pacific region; and

     WHEREAS, the Summit has the potential to establish long-term business contacts between Hawaii and Asia-Pacific Economic Cooperation nations and will help define Honolulu as "a truly world-class international center" and a premier destination for leisure and business; and

     WHEREAS, it is projected that the Summit will draw at least 20,000 people to Honolulu, a welcome boost for the State's struggling economy and tourism industry; and

     WHEREAS, Hawaii must maximize this once-in-a-lifetime opportunity to showcase the State to the rest of the world; and
     WHEREAS, Hawaii's success in this regard depends significantly on the completion of necessary public works projects in preparation for the Summit, which projects must be identified and fast-tracked; and

     WHEREAS, this includes, among other things, upgrades to Honolulu International Airport that will include better signs, better flow of passengers through the terminals, and a better overall arrival experience; resurfacing of Kalakaua Avenue and other side streets in Waikiki; city sidewalk improvements; and cosmetic fixes including landscaping and graffiti removal; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the City and County of Honolulu is urged to:

(1)  Identify public works projects that are a priority; and

(2)  Complete such necessary projects before the commencement of the Asia-Pacific Economic Cooperation Summit;

and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Mayor of the City and County of Honolulu, and Chair of the Asia-Pacific Economic Cooperation Hawaii Host Committee.
