HOUSE CONCURRENT

RESOLUTION

 

 

urging the department of health to adopt and implement administrative rules to update standards of vaccinations for children.

 

 

 


     WHEREAS, immunization has been recognized as one of the most cost-effective interventions available in public health and as a core component of the human right to health care; and

 

     WHEREAS, the Sixty-fifth World Health Assembly Resolution, WHA65.17, Agenda Item 13.12, 26 May 2012, Global Vaccine Action Plan, acknowledged the remarkable progress made in several countries to ensure that every eligible individual is immunized with all appropriate vaccines irrespective of geographical location, age, gender, disability, education level, socioeconomic group, ethnicity, or work conditions; and

 

     WHEREAS, in the 2007 Regular Session, the Legislature passed Senate Concurrent Resolution No. 202, "Requesting the Department of Health to Review the State's Vaccination Requirements and Determine Whether Vaccination for Pneumococcal Disease for Children Entering Child Care Should Be Added to the Current List of Required Vaccinations"; and

 

     WHEREAS, the Department of Health submitted a report to the Legislature pursuant to that measure in October, 2007; and

 

     WHEREAS, in the Regular Session of 2013, the Legislature passed Act 231, Session Laws of Hawaii 2013, which authorized the Department of Health to adopt, amend, or repeal rules to establish a list of specific vaccines and the immunization recommendations of the United States Department of Health and Human Services Advisory Committee on Immunization Practices; and

     WHEREAS, despite passage in 2007 of Senate Concurrent Resolution No. 202 and passage in 2013 of Act 231, no updates to the vaccination standards have occurred; and

 

     WHEREAS, whether or not proposed administrative rules have yet been drafted, they have not been put forth for public hearing and comment as required by chapter 91, Hawaii Revised Statutes; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Department of Health is urged to complete the process for adopting and implementing administrative rules under chapter 91, Hawaii Revised Statutes, to update standards of vaccination for children; and

 

     BE IT FURTHER RESOLVED that the Department of Health is requested to submit a report of its activities in conformity with this measure to the Legislature no later than twenty days prior to the convening of the Regular Session on 2018; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Lieutenant Governor, Director of Health, Director of Human Services, Superintendent of Education, and Chairperson of the Board of Education.
