HOUSE CONCURRENT

RESOLUTION

 

 

requesting THAT THE PUBLIC UTILITIES COMMISSION PROVIDE a status report on docket no. 2013-0141, RELATING TO THE DEVELOPMENT OF PERFORMANCE INCENTIVE MECHANISMS.

 

 

 


     WHEREAS, in 2013, the Public Utilities Commission opened Docket No. 2013-0141, in order to examine the development of performance incentive mechanisms that judge the reasonableness of an electric utility's rates against the electric utility's revenues; and

 

     WHEREAS, Docket No. 2013-0141 currently appears to be inactive; and

 

     WHEREAS, many stakeholder and other interested parties, on the other hand, would like to see Docket No. 2013-0141 be reactivated and move forward toward a conclusion; and

 

     WHEREAS, H.B. No. 1283, was introduced during the Regular Session of 2017 to require the Public Utilities Commission to establish performance incentive and penalty mechanisms that directly tie electric utility revenues to a utility's achievement on performance metrics, and thereby force a conclusion of Docket No. 2013-0141; and

 

     WHEREAS, while such legislation might be premature at this time, legislative action may be necessary at a future date should the Public Utilities Commission fail to reactivate and conclude Docket No. 2013-0141; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Public Utilities Commission is requested to reactivate and conclude Docket No. 2013-0141; and

 

     BE IT FURTHER RESOLVED that the Public Utilities Commission is requested to submit a status report to the Legislature not later than twenty days prior to the convening of the Regular Session of 2018 on the reactivation and conclusion of Docket No. 2013-0141; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Public Utilities Commission.
