HOUSE CONCURRENT

RESOLUTION

 

 

requesting the university of hawaii at manoa to convene a working group with stakeholders to examine whether class and work schedules should be adjusted to ease traffic.

 

 

 


     WHEREAS, the University of Hawaii at Manoa community includes more than twenty thousand students and twelve hundred faculty, and many other people who work on and around the campus; and

 

     WHEREAS, this large campus-based population includes many people whose daily commute has a substantial impact on Oahu's already congested freeway traffic; and

 

     WHEREAS, traffic congestion is one of the most negative aspects of the quality of life on Oahu; and

 

     WHEREAS, every possible creative means of alleviating traffic congestion should be explored; and

 

     WHEREAS, one means of alleviating congestion would be to shift class and work schedules at the University of Hawaii at Manoa sixty to ninety minutes later in the day; and

 

     WHEREAS, this schedule adjustment could help stagger the flow of traffic into and out of Honolulu's urban core so that one major commuter influx occurs when peak rush-hour traffic conditions have abated; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the administration of the University of Hawaii at Manoa is requested to convene a working group with the Associated Students of the University of Hawaii at Manoa, the University of Hawaii Professional Assembly, the Hawaii Government Employees Association, and other campus stakeholders, as well as representatives of the state Department of Transportation and the Department of Transportation Services of the City and County of Honolulu, to consider the possibility of shifting class and work schedules sixty to ninety minutes later in the day to ease traffic congestion to and from the campus; and

 

     BE IT FURTHER RESOLVED that the working group identify any adverse impact that shifting class and work schedules may have on the University of Hawaii at Manoa community, and the community as a whole, and consider whether the benefits outweigh those adverse impacts; and

 

     BE IT FURTHER RESOLVED that the working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chancellor of the University of Hawaii at Manoa, the Director of Transportation, the Director of Transportation Services of the City and County of Honolulu, the President of the Associated Students of the University of Hawaii at Manoa, the Executive Director of the University of Hawaii Professional Assembly, and the Executive Director of the Hawaii Government Employees Association.
