HOUSE CONCURRENT

RESOLUTION

 

 

urging EACH COUNTY to establish an emergency zoning code for post-disaster use.

 

 

 


     WHEREAS, following the Maui wildfires in August of 2023, the Speaker of the State House of Representatives established six bipartisan interim working groups tasked with evaluating specific topics in the aftermath of the wildfires and making recommendations for appropriate legislative action in the Regular Session of 2024; and

 

     WHEREAS, members of the working groups collaborated with federal, state, and county agencies, along with community stakeholders and interested parties, to identify immediate issues that require temporary or transitional relief for the people and businesses of West Maui; and

 

     WHEREAS, the Shelter Working Group was specifically tasked with evaluating the availability and creation of temporary and transitional shelters for displaced individuals and families and preparing recommendations for appropriate legislative action; and

 

     WHEREAS, the State was already suffering from high housing costs due to low supply levels, and the Maui wildfires exacerbated the already severe housing crisis; and

 

     WHEREAS, the Maui wildfires reportedly damaged 3,631 properties, a majority of which were rental housing and housing for low-income families; and

 

     WHEREAS, numerous private individuals have set up temporary housing on private land, with much of the temporary housing going on agricultural lands; however, no county has established an emergency zoning code that would allow the siting of temporary shelters, such as trailers, recreational vehicles, and prefab housing; and

 

     WHEREAS, disasters can occur anywhere and at any time and it is imperative that the State is prepared to address the aftereffects of any future disaster and utilize all tools available to ensure that residents have a clean and safe place to reside during trying times; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that each county is urged to establish an emergency zoning code that would allow for the siting of temporary shelters such as trailers, recreational vehicles, and prefab housing to be used immediately following a disaster; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the County of Hawaii, Mayor of the City and County of Honolulu, Mayor of the County of Kauai, Mayor of the County of Maui, each member of the Hawaii County Council, each member of the Honolulu City Council, each member of the Kauai County Council, and each member of the Maui County Council.
