HOUSE CONCURRENT

RESOLUTION

 

 

urging the division of boating and ocean resources of the department of land and natural resources to develop individualized emergency response plans for each small boat harbor under its jurisdiction.

 

 

 


     WHEREAS, Hawaii is susceptible to a variety of severe weather conditions that have the potential to affect small boat harbors, including hurricanes, tsunamis, heavy rainfall, and waterspouts; and

 

     WHEREAS, in 2011, a tsunami damaged two hundred boats at Keehi Small Boat Harbor; and

 

     WHEREAS, the Division of Boating and Ocean Resources of the Department of Land and Natural Resources has created emergency plans for small boat harbors to follow if a tsunami or hurricane occurs; and

 

     WHEREAS, rather than having individualized emergency plans for each small boat harbor, the tsunami emergency plan and the hurricane emergency plan are general plans that are to be followed by all small boat harbors; and

 

     WHEREAS, each of Hawaii's small boat harbors face unique challenges when responding to emergencies, and each would benefit from an individualized emergency response plan that considers its individual challenges; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Division of Boating and Ocean Resources of the Department of Land and Natural Resources is urged to develop individualized emergency response plans for each small boat harbor under its jurisdiction; and

 

     BE IT FURTHER RESOLVED that the Division of Boating and Ocean Resources of the Department of Land and Natural Resources is requested to submit a report to the Legislature no later than twenty days prior to the convening of the 2016 Regular Session on the status of its efforts to develop individualized emergency response plans for each small boat harbor under its jurisdiction; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Administrator of the Division of Boating and Ocean Resources.
