HOUSE CONCURRENT
RESOLUTION
COMMENDING THE CITY AND COUNTY OF HONOLULU FOR ITS OUTSTANDING SERVICE IN REDUCING THE BACKLOG OF MUCH-NEEDED STREET REPAIRS AND requesting the city and county of honolulu TO conduct a feasibility study for the repair and repaving of side streets along kalihi street, as well as upgrades to a portion of kalihi street.
WHEREAS, the poor condition of Honolulu's streets has been widely criticized in recent years; and
WHEREAS, streets have fallen into a state of disrepair, thereby presenting a safety risk to children, kupuna, and all pedestrians, and causing anguish to drivers and damage to vehicles; and
WHEREAS, while the City and County of Honolulu has taken great strides to clear the backlog of much-needed street repairs and repaving, some areas are still in need of remedial attention; and
WHEREAS, one of these areas is Kalihi, where numerous side streets are in need of repair and repaving; and
WHEREAS, from Kalihi Uka Elementary School through Kalihi Valley, children walk to and from school on roadways with no sidewalks and cross streets without pedestrian lights; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the City and County of Honolulu is requested to conduct a feasibility study for the repair and repaving of side streets along Kalihi Street and to address major concerns along Kalihi Street; and
BE IT FURTHER RESOLVED that the feasibility study focus specifically on:
(1) Widening, through eminent domain, Kalihi Street, beginning from Kalihi Uka Elementary School to Kalihi Valley Park at the end of Kalihi Valley;
(2) Construction of sidewalks along the section of Kalihi Street described in item (1);
(3) Removing telephone poles along the section of Kalihi Street described in item (1) and, instead, undergrounding electrical and telecommunications wires;
(4) Construction to resolve safety concerns on the blind curve along the 3100 block of Kalihi Street known as the "S curve"; and
(5) Adding more accessible bus service in Kalihi Valley for streets that lack access to bus service; and
BE IT FURTHER RESOLVED that the study focus specifically on Kilohana Street, Wailele Street, Ahihi Street, Murphy Street, Merkle Street, Noe Street, Laulani Street, Pahulu Street, Wahine Place, Anuu Place, Manaiki Place, Akone Place, Mahani Loop, Kuikele Street, Papali Place, Violet Street, Numana Road, Puolani Street, Ha'aliki Street, Ukiuki Place, Monte Street, Kalaepa'a Drive, Kuapapa Place, Kale Place, Kui Place, Waho Place, Ahuahu Place, Huea Place, Umalua Place, Moani Street, and Kapali Street; and
BE IT FURTHER RESOLVED that the City and County of Honolulu is requested to submit any findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor and the Chairperson of the Council of the City and County of Honolulu, and to the Chair of neighborhood board 16.
