HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the department of business, economic development, and tourism to establish a target date of 2045 for the reduction and ultimate elimination of Hawaii's dependence on imported fossil fuels for electrical generation and ground transportation.

 

 


     WHEREAS, burning fossil fuels poses a serious threat to the economic well-being, public health, natural resources, and environment of the State; and

 

     WHEREAS, the State has an unsustainable dependence on imported fossil fuels; and

 

     WHEREAS, approximately one-third of the State's imported fossil fuels are used for ground transportation; and

 

     WHEREAS, transitioning away from imported fossil fuel-powered ground transportation toward cleaner and more efficient transportation systems powered by renewable local energy sources is essential for the State's future well-being; and

 

     WHEREAS, the State has already established a goal of achieving a one hundred percent renewable energy economy and a target date of 2045 for the transition to renewable electric energy sources; and

 

     WHEREAS, pursuant to section 196-10.5, Hawaii Revised Statutes, the Hawaii clean energy initiative program was established within the Department of Business, Economic Development, and Tourism to manage the State's transition to a clean energy economy; and

 

     WHEREAS, establishing a target date for the achievement of the elimination of the State's dependence on imported fossil fuel-powered ground transportation and the achievement of a one hundred percent renewable energy economy will help align efforts by individuals, the public sector, and private business as the State transitions to more sustainable forms of transportation; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Department of Business, Economic Development, and Tourism, is requested to implement a plan to transition the State to a clean energy economy, including the reduction and ultimate elimination of Hawaii's dependence on imported fossil fuels for electrical generation and ground transportation by 2045; and

 

     BE IT FURTHER RESOLVED that it is requested that the Department of Transportation's sustainable transportation forum submit a report on the State's progress toward the reduction and elimination of the State's dependence on imported fossil fuels for ground transportation by 2045 to the Legislature no later than twenty days prior to the convening of each regular session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Transportation, and Director of Business, Economic Development, and Tourism.
