HOUSE CONCURRENT
RESOLUTION
requesting the auditor to assess the probable effects of licensing and regulating youth sports coaches.
WHEREAS, youth sports play an important part in the character development of children; and
WHEREAS, participation in youth sports contributes to moral development, teaches valuable social skills, and instills leadership qualities in young people; and
WHEREAS, research has shown that the quality of a child's sport experience often depends on the quality of the coaching staff; and
WHEREAS, in many instances, a coach has an important impact on a child's life; and
WHEREAS, the Legislature believes that regulating youth sports coaches, as provided in H.B. No. , Regular Session of 2016, will help ensure that the children of this State receive quality coaching in a safe environment; and
WHEREAS, section 26H-6, Hawaii Revised Statutes, requires new regulatory measures that would subject unregulated professions and vocations to licensing or other regulatory controls to be referred by concurrent resolution to the Auditor for analysis; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Auditor is requested to conduct an analysis pursuant to section 26H-6, Hawaii Revised Statutes, of the probable effects of licensing and regulating youth sports coaches as proposed in H.B. No. , Regular Session of 2016; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations, including any necessary implementing legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and Director of Commerce and Consumer Affairs.
