HOUSE CONCURRENT
RESOLUTION
Requesting the stadium authority to identify and develop appropriate areas within the stadium development district to withstand the structural requirements of a permanent shipping container storage and lay down facility for use by pearl Harbor When serving as a backup in an emergency that renders honolulu harbor unusable.
WHEREAS, Honolulu Harbor is the most important resupply point of the State, handling over 12,000,000 tons of cargo annually, including 3,000 tons of food daily; and
WHEREAS, Honolulu harbor is the critical central hub of the State's commercial harbor system, where all international imports arrive at Honolulu Harbor before being distributed to the neighbor islands and most cargo transported between the mainland United States and the Hawaiian Islands pass through Honolulu Harbor before continuing to its final destination; and
WHEREAS, in the case of emergency that renders Honolulu Harbor unusable, Pearl Harbor has agreed to serve as a backup; and
WHEREAS, however, Pearl Harbor's ability to serve as a substitute to Honolulu Harbor in the case of emergency is limited; and
WHEREAS, in a 2015 test jointly conducted by the United States Coast Guard, the State, and local businesses to determine the capabilities of Pearl Harbor to serve as an alternate, revealed that Pearl Harbor's equipment and facilities may only handle a fraction of Honolulu Harbor's equipment and facilities for processing large quantities of cargo; and
WHEREAS, the State must find other facilities to assist Pearl Harbor if an emergency renders Honolulu Harbor unusable; and
WHEREAS, the facilities at Aloha Stadium are ideally suited, both in location and size, to serve as a container storage and lay down facility; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the Senate concurring, that the Stadium Authority is requested to identify and develop appropriate areas within the Stadium Development District to withstand the structural requirements of a permanent shipping container storage and lay down facility for use by Pearl Harbor when serving as a backup in an emergency that renders Honolulu Harbor unusable; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Command Master Chief Joint Base Pearl Harbor-Hickam, Governor, Chairperson of the Stadium Authority.
