HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF TRANSPORTATION TO USE the H-1 freeway ZIPPER LANE during THE afternoon rush hour for westbound traffic.

 

 

 


     WHEREAS, Oahu's growing population has increased vehicular traffic dramatically, especially on Oahu's west side; and

 

     WHEREAS, attempts by the Department of Transportation to expedite the flow of traffic on the H-1 freeway and other thoroughfares have been met with various levels of success; and

 

     WHEREAS, the Department has established zipper lanes which converts the use of a highway lane to the opposite direction of travel depending on traffic needs; and

 

     WHEREAS, the use of zipper lanes is restricted by the number of passengers in the vehicle and the time of day; and

 

     WHEREAS, the zipper lane, while effective, is only used on the H-1 freeway for eastbound traffic during the morning rush hour; and

 

     WHEREAS, the full potential of the zipper lane on the H-1 freeway is yet to be realized; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Department of Transportation is urged to use the H-1 freeway zipper lane during afternoon rush hour for westbound traffic; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
