HOUSE CONCURRENT
RESOLUTION
COMMENDING THE GOVERNOR ARIYOSHI FOUNDATION FOR ITS VISION AND LEADERSHIP IN ADVANCING SPACE EDUCATION AND RESEARCH THROUGH THE HAWAII SPACE INDUSTRY INNOVATION PROGRAM WHICH INTEGRATES SPACE EXPLORATION, EDUCATION, RESEARCH, AND DEVELOPMENT ACTIVITIES TO ENHANCE AND DIVERSIFY HAWAII’S ROLE IN EXPANDING THE FRONTIERS OF SPACE.
WHEREAS, Hawaii’s strategic mid-Pacific near-equatorial location, Moon and Mars-like terrain, resident scientific and engineering expertise, and long-standing ties with the National Aeronautics and Space Administration and other leading space research and development programs worldwide, afford strategic assets and capabilities that can be leveraged to realize humankind’s full potential in space, enabling the State of Hawaii to engage as a major contributor to and beneficiary of global space enterprise; and
WHEREAS, for the past half century, the University of Hawaii, the U.S. military, and numerous companies statewide have played a seminal role in developing our national space program, training astronauts for the Apollo lunar missions, developing world-class observatories to pursue pioneering programs in astronomy and planetary geosciences, expanding satellite communications and space-based remote sensing, and enhancing environmental monitoring and deep-space surveillance; and
WHEREAS, innovative space vanguards are now emerging in the fields of robotics, renewable energy, additive manufacturing, and other areas that are ideally suited for research and development in Hawaii and could afford substantial scientific, educational and commercial benefits for residents statewide; and
WHEREAS, Hawaii’s resident expertise in space science and technology, as well as ongoing research and commercial partnerships with space-faring nations worldwide, will position our state to play a leadership role in space exploration, utilization and commerce, beginning with the development, testing and evaluation of prototype habitats and related in-situ resource utilization technologies to enable and support future space missions, especially those aligned with the National Aeronautics and Space Administration’s Artemis lunar return program; and
WHEREAS, the Hawaii Space Industry Innovation Program is a space educational and scientific research initiative recently launched through the Governor Ariyoshi Foundation – a 501(c)3 nonprofit organization – by its Advisory Team comprised of leading space professionals from government and industry; and
WHEREAS, the Hawaii Space Industry Innovation Program is designed to help facilitate space education and research initiatives that leverage Hawaii’s strategic location, geology, scientific and technical resources, and international alliances, in concert with space-related research, education, and commercial development statewide, to help expand and diversify space commerce in Hawaii that will benefit all of humankind; and
WHEREAS, to achieve this goal, the Hawaii Space Industry Innovation Program is exploring diverse opportunities to help launch both public-private partnerships and multinational alliances that will enhance Hawaii’s interface and collaboration with the global space community; and
WHEREAS, these partnerships and alliances will build upon and promote collaboration with and support for ongoing space enterprise statewide - including but not limited to the Hawaii Space Exploration Analog and Simulation program, the Pacific International Space Center for Exploration Systems, the Hawaii Office of Aerospace Development, the Hawaii Space Flight Laboratory, the Institute for Astronomy, the Blue Planet Foundation, and the International MoonBase Alliance; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that the Legislature wishes to help advance the strategic role Hawaii can play and significant benefits our state can realize in pursuing the substantial scientific, educational and economic opportunities provided through space research, exploration and development; and
BE IT FURTHER RESOLVED that, to achieve this goal, the State of Hawaii (through both its Administrative and Legislative branches) shall explore strategies to collaborate with the Hawaii Space Industry Innovation Program to both launch and sustain educational and research opportunities that could help realize multiple space exploration and development opportunities; and
BE IT FURTHER RESOLVED that, the initial emphasis in these negotiations will be to leverage our state’s lunar-like terrain and diverse space-related programs to help advance humankind’s exploration and development of the Moon, promoting research and development of innovative technologies (including but not limited to tele-robotic systems, communications networks, cis-lunar positioning and navigation systems, and in-situ resource utilization), as well as the design, development, testing and validation of prototype lunar architectures (including ongoing efforts to develop a lunar research and development park on the Island of Hawaii) that could help expand and diversify both scientific and commercial ventures on the lunar surface as well as in cis-lunar space, which in turn will help advance and sustain the National Aeronautics and Space Administration's ongoing Artemis Program; and
BE IT FURTHER RESOLVED that, to promote and realize these goals, the State of Hawaii (through both its Administrative and Legislative branches) shall also explore ways to provide state funding for the Hawaii Space Industry Innovation Program initiatives in consultation with the Hawaii Space Industry Innovation Program Advisory Team; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and Lieutenant Governor, the Director of the Department of Business, Economic Development and Tourism, the President of the University of Hawaii; the Adjutant General, the Commander of the United States Indo-Pacific Command; the Commander of the United States Pacific Fleet; the Commander of the Pacific Air Forces; the Commanding General of the United States Army Pacific; the Commander of the United States Marine Corps Forces, Pacific; the Administrator of the Federal Aviation Administration, and the Administrator of the National Aeronautics and Space Administration.
