HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the university of hawaii sea grant college program to review the effects of climate change on Hawaii's coastal and marine resources.

 

 

 


     WHEREAS, global climate change is a reality with potential for wide-ranging negative effects to Hawaii's environment, economy, and built environment; and

 

     WHEREAS, the interconnectivity of the earth systems indicates that changes in air, land, and sea temperature and chemistry affect various other earth ecosystems; and

 

     WHEREAS, the University of Hawaii Sea Grant College Program at the University of Hawaii at Manoa has previously compiled relevant scientific information on a variety of climate change effects on coastal and marine resources in Hawaii; and

 

     WHEREAS, the effects of climate change will likely affect nearly all sectors of Hawaii's residents, businesses, infrastructure, and natural environment; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the University of Hawaii Sea Grant College Program is requested to review and analyze the potential effects of climate change on Hawaii's coastal and marine resources; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii Sea Grant College Program is requested to address the following issues in the review and analysis:

 

     (1)  A summary of scientific facts associated with climate change in Hawaii;

 

     (2)  The effect of environmental changes on Hawaii's environment, natural resources, economy, and human health in the short, medium, and long-term; and

 

     (3)  Policy framework guidelines necessary to further develop state policies to adapt to the described impacts of climate change; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii Sea Grant College Program is requested to submit a report to the Legislature of its findings and recommendations, including any proposed legislation, not later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the University of Hawaii Board of Regents, President of the University of Hawaii, Director of the University of Hawaii Sea Grant College Program, and the Director of the Center for Island Climate Adaptation and Policy.
