HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the comptroller to conduct a study on moving the state archives to a larger FACILITY.

 

 

 


WHEREAS, the original State Archives Building, known as the Kekauluohi Building, was built in 1905 on the Iolani Palace grounds within the Hawaii Capital Historic District; and

 

WHEREAS, after many years of collecting and acquiring material, the State Archives eventually outgrew the Kekauluohi Building; and

 

WHEREAS, in 1952, a new building adjacent to the Kekauluohi Building was constructed as the new home of the State Archives; and

 

WHEREAS, the Hawaii Capital Historic District has been the center of Hawaii's government for over a century; and

 

WHEREAS, the Hawaii Capital Historic District, consisting of twenty buildings and structures, was added to the National Register of Historic Places on December 1, 1978; and

 

WHEREAS, the buildings and structures within the Hawaii Capital Historic District have distinct architectural styles ranging from the nineteenth century adaptations of New England homes, through the Italianate Renaissance Revival, and Neoclassic edifices of the Hawaiian Monarchy; and

 

WHEREAS, the current State Archives Building does not fit architecturally with the other buildings of the Hawaii Capital Historic District; and  

 

WHEREAS, the current State Archives Building not only appears outdated, but is also outdated in function with environmental control problems requiring frequent and expensive repair and a lack of stable backup power, which puts the secure storage of the records at risk; and

 

WHEREAS, the archived records of the State Library near the current State Archives Building also contain historical records of Hawaii and should be stored in the same location as the State Archives; and

 

WHEREAS, aging segments of the Hawaii community seek to donate important historical documents to the State Archives, but a lack of storage space in the current State Archives Building requires the State Archivist to be very selective in accepting donations; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Comptroller is requested to conduct a study on moving the State Archives to a larger facility; and

 

     BE IT FURTHER RESOLVED that the study include an analysis of the:

 

     (1)  Requirements the State Archives would need in a new facility;

 

     (2)  Expected suitability of the current State Archives facilities for the next decade;

 

     (3)  Capability of current and projected new facilities to digitize records; and

 

     (4)  Feasibility of combining historical documents or archival records of the State Library with the records of the State Archives; and

 

     BE IT FURTHER RESOLVED that the Comptroller is requested to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the Regular Session of 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller, the State Archivist, and the State Librarian.
