HOUSE RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION to SECURe FUNDing to REINSTATE THE pearl harbor WATER TAXI service for the benefit of ewa commuters and the surrounding community.

 

 

 


     WHEREAS, in March 2013, federal budget cuts eliminated the water taxi service at Joint Base Pearl Harbor-Hickam; and

 

     WHEREAS, the water taxi service shuttled 150 to 200 people daily from Iroquois Point in Ewa Beach to a landing across the Pearl Harbor channel; and

 

WHEREAS, thousands of Leeward residents commute daily during rush hour, and the water taxi service allowed riders to avoid rush hour traffic and lessened the number of commuters on the H-1; and

 

WHEREAS, traffic on the H-1 continues to increase due to recent housing developments in Ewa Beach, and more Ewa area housing projects are planned across the Ewa Plain; and

 

     WHEREAS, the issues with excessive traffic on the H-1 will only continue to grow as the Leeward side continues to develop; and

 

WHEREAS, the reinstatement of the water taxi service would aid in alleviating congested traffic on the H-1 and greatly improve the quality of life for Leeward residents; and

 

     WHEREAS, members of the public have expressed an interest in paying a fee for the water taxi service to reinstate it; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, that the Department of Transportation is requested to secure funding to reinstate the water taxi service from Iroquois Point in Ewa Beach to a landing across the Pearl Harbor channel for the benefit of Ewa commuters and the surrounding community; and

 

BE IT FURTHER RESOLVED that the Department of Transportation is requested to secure funding through the use of government funds and grants, private-public partnerships, or a partnership with the military, among other entities; and

 

BE IT FURTHER RESOLVED that the Department of Transportation shall submit a report of its findings and recommendations, including proposed legislation, if any, on securing funding for a water taxi service, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the United States Secretary of Transportation, the Joint Base Commander of Joint Base Pearl Harbor-Hickam, the Governor, Adjutant General, Director of Transportation, Mayor of the City and County of Honolulu, and the Council Chair of the Honolulu City Council.
