HOUSE RESOLUTION

 

 

requesting the department of education to study the impact of children of international students attending public school in Hawaii.

 

 

 


     WHEREAS, international students come to the United States to study in a number of different institutions, including university, high school, private high school and elementary school, seminary, conservatory, and for language training programs; and

 

     WHEREAS, international students studying in the United States apply for and receive an F-1 nonimmigrant visa for temporary stays; and

 

     WHEREAS, an international student's dependents, including a spouse and minor children, are permitted to accompany the international student on an F-2 nonimmigrant visa; and

 

     WHEREAS, according to federal law, minor children on an F-2 visa accompanying international students are permitted to attend public school in the United States while accompanying their student parent; and

 

     WHEREAS, international students are not required to pay for the schooling their minor children receive from the public school system; and

 

     WHEREAS, Hawaii's position as the crossroads of the Pacific means that it is a traditionally-popular destination for international students; and

 

     WHEREAS, while the State benefits from the presence of international students and their families culturally, socially, and economically, it is important that the State understand the full impact of their presence; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Department of Education is requested to study the impact of children of international students attending public school in Hawaii; and

 

     BE IT FURTHER RESOLVED that the Department of Education include in its study descriptive statistics regarding the number of children of international students attending public school in the State and the number of such children attending private school in the State and the unsubsidized per capita cost of attending a public elementary school and a public secondary school in the State; and

 

     BE IT FURTHER RESOLVED that the Department of Education submit a report of its findings, including the study, to the Legislature no later than twenty days prior to the convening of the regular session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education; Superintendent of Education; and Director of Business, Economic Development, and Tourism.
