HOUSE RESOLUTION
urging the city and county of honolulu to increase pedestrian safety in the area surrounding honowai elementary school in Waipahu, Hawaii.
WHEREAS, pedestrian safety is an important issue for all communities in Hawaii; and
WHEREAS, according to the Department of Health, Hawaii ranks thirteenth in the nation for pedestrian fatalities; and
WHEREAS, according to the Honolulu Police Department, there were 25 pedestrian fatalities in traffic accidents during 2014, up from 16 in 2012 and 19 in 2013; and
WHEREAS, Honowai Elementary School, located on Honowai Street in Waipahu, educates approximately 700 students; and
WHEREAS, the situation at Honowai Elementary School is of particular concern because of the many students who walk to and from school; and
WHEREAS, in the morning when school begins and in the afternoon when school ends, the area surrounding Honowai Elementary School is heavily congested with both pedestrians and motorists; and
WHEREAS, it is crucially important that pedestrians are adequately protected; now, therefore,
BE IT RESOLVED by the House of Representatives of
the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that
the Department of Transportation Services of the City and County of Honolulu is
urged to take steps to increase pedestrian safety to prevent any pedestrian-related
accidents or fatalities around Honowai Elementary School; and
BE IT FURTHER RESOLVED that the following steps to increase pedestrian
safety be considered by the Department of Transportation Services for the area
surrounding Honowai Elementary School:
(1) Raised crosswalks or the use of different materials for crosswalks;
(2) The use of pedestrian crossing signs;
(3) Painting "School Xing" on the roadway before crosswalks; and
(4) Painting visual cues on the roadway leading to sidewalks; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu; Director of the Department of Transportation Services of the City and County of Honolulu; Chief of Police of the Honolulu Police Department; Superintendent of Education; and Principal of Honowai Elementary School.
