HOUSE RESOLUTION

 

REQUESTING THE HAWAII DEPARTMENT OF TRANSPORTATION to ESTABLISH A COMMITTEE TO BETTER COORDINATE ALL ROAD MAINTENANCE SCHEDULING to MINIMIZE PUBLIC INCONVENIENCE.

 

 

 


WHEREAS, successful completion of extensive road repairs and maintenance with minimal public inconvenience requires a high level of coordination among the multiple city and state entities involved; and

 

WHEREAS, insufficient coordination and delays in communication between the various departments, including the Hawaii Department of Transportation, the City and County of Honolulu's Department of Design and Construction, and the City and County of Honolulu's Department of Facility Maintenance, directly results in delays to completion of road work and therefore inconveniences the driving public; and

 

WHEREAS, a dedicated committee would be more effective in coordinating the necessary logistics for timely scheduling and completion of road work, and could clearly delineate each entity's responsibilities, thus preventing miscommunication or lack thereof; and

 

WHEREAS, the Mayor of the City and County of Honolulu is also considering creating a similar coordinating body to facilitate the smooth and timely completion of all road work projects; now, therefore,

 

BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that this body requests the Hawaii Department of Transportation to establish such a committee to be chaired by an employee chosen by the Department of Transportation, and that the committee consist of one to two persons from each of the following entities: the Legislature, the Hawaii Department of Transportation's Highways Planning Section, the City and County of Honolulu's Department of Design and Construction (including the Civil Division Chief), and the City and County of Honolulu's Department of Facility Maintenance (including the Road Maintenance Chief); and

 

BE IT FURTHER RESOLVED that the Department of Transportation is further requested to keep in mind when deciding which persons to appoint to the committee, that it may be more prudent to consider civil service employees, as such employees tend to stay with the department for longer periods of time and would therefore be better suited to serve on a long-term basis; and

 

BE IT FURTHER RESOLVED that the Department of Transportation is further requested to consider having the committee meet two to three times a year at a minimum, to discuss upcoming road improvement proposals, coordinate scheduling for those projects in a way that minimizes inconvenience to the public, and ensure sufficient public awareness of the road work schedule and locations; and

 

BE IT FURTHER RESOLVED that the committee is requested to submit a report to the Legislature of its activities, as well as any recommendations for legislation, no later than twenty days before the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Senate President, the House Speaker, the Director of Transportation, the Director of the City and County of Honolulu's Department of Design and Construction, and the Director of the City and County of Honolulu's Department of Facility Maintenance.
