HOUSE RESOLUTION
requesting the county of maui to allow for zoning variances to expand early education access programs in Maui.
WHEREAS, providing each child with access to early childhood learning is critical to a child's growth and development of physical, cognitive, linguistic, social, and emotional skills that are necessary to prepare them for success in school life; and
WHEREAS, investments in early childhood learning help to more fully prepare children for kindergarten, which then dramatically improves the child's academic success and ultimate career opportunities; and
WHEREAS, well-executed and
well-targeted early learning programs have immediate and long-term benefits not
only for the children participating in the programs, but also for the societies
in which they live, which boast higher levels of educational attainment;
reduced homelessness, crime, and substance abuse; improved health; and better
overall social and economic well-being; and
WHEREAS, it is important to prioritize early learning despite the challenges the State has had to face with the COVID‑19 pandemic; and
WHEREAS, early childcare providers have expressed a desire for more flexible zoning variances in order to expand early educational opportunities where appropriate; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the County of Maui is requested to allow for zoning variances to expand early education access programs in Maui; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Executive Office on Early Learning, Mayor of the County of Maui, Chairperson of the Maui County Council, and Director of the County of Maui Department of Planning.
