STATE OF HAWAII

HOUSE RESOLUTION

 

 

urging the state foundation on culture and the arts to upgrade its inventory system to use modern technology.

 

 

 

WHEREAS, the mission of the State Foundation on Culture and the Arts is to promote, perpetuate, preserve, and encourage culture and the arts, history, and the humanities as central to the quality of life of the people of Hawaii; and

 

WHEREAS, forty years ago, Governor John A. Burns and a number of other visionary leaders believed that Hawaii's natural beauty should be complemented by artistic beauty to be enjoyed by residents and visitors in public state buildings, such as airports, schools, public offices, the State Capitol, and later additions, including the Hawaii Convention Center; and

 

WHEREAS, these leaders persuaded the Legislature to set aside one per cent of all state capital improvement expenditures to buy and commission art for Hawaii's public state buildings, a concept that became known as the Art in Public Places program, a first in the nation that became a model for many other states; and

 

WHEREAS, the State Foundation on Culture in the Arts purchases thousands of dollars worth of art every year, but it does not have a modern digital system to manage the State's art inventory, and instead uses an antiquated system requiring carbon paper and typewriters; and

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the State Foundation on Culture and the Arts is requested to upgrade its inventory system to benefit from modern technology; and

 

     BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts is requested to place a moratorium on the purchase of art until June 30, 2016, and to use those funds instead for costs associated with the inventory system upgrade; and

 

     BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts is requested to submit reports to the Legislature, no later than twenty days prior to the convening of the Regular Sessions of 2015 and 2016, respectively, on the status of the inventory system upgrades; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Comptroller and the Executive Director of the State Foundation on Culture and the Arts.
