HOUSE RESOLUTION

 

 

urging the CITY AND county of honolulu to create a vehicle registration credit for residents who drive limited miles in their vehicle.

 

 

 


     WHEREAS, the cost of vehicle registration has increased significantly in the past year and become a burden to our local families who rarely utilize their vehicles; and

 

     WHEREAS, the City and County of Honolulu bases the majority of its vehicle registration fees on vehicle weight rather than miles driven; and

 

     WHEREAS, most of the vehicle registration fees are spent on  road repair and maintenance for those who spend significant time on the road; and

 

     WHEREAS, the State of Hawaii currently has more than one million registered motor vehicles with users who have very disparate travel and use needs; and

 

     WHEREAS, the cost of vehicle registration should be borne primarily by those who use spend the most time on Hawaii roads; and

 

     WHEREAS, those residents who drive less make less use of our roads yet currently contribute the same amount in fees; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the City and County of Honolulu is urged to create a vehicle registration credit for residents who drive limited miles in their vehicle; and

 

     BE IT FURTHER RESOLVED that this credit apply for any resident who is registering their vehicle and can provide their two most recent safety inspections, at least 11 months apart, showing that less than 3000 miles were driven between the two inspections; and

 

     BE IT FURTHER RESOLVED that this credit shall equal a discount of ten percent of the total registration fee; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, the members of the Honolulu City Council, and the City and County of Honolulu Motor Vehicles, Licensing and Permitting Division.
