HOUSE RESOLUTION

 

 

URGING THE DEPARTMENT OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO ELIMINATE THE ONE HOUR GRACE PERIOD FOR ANY VEHICLE PARKING IN A RESIDENTIAL RESTRICTED PARKING ZONE WITHOUT A PLACARD.

 

 

 


     WHEREAS, certain neighborhoods in the State are located in such a way that limits the number of available and convenient public parking spaces; and

 

     WHEREAS, to address this, in 2017 the City and County of Honolulu began a pilot program to establish residential restricted parking zones that limited parking on public streets to residents of that neighborhood; and

 

     WHEREAS, by most accounts, the pilot program was a success and led to the Honolulu City Council enacting Ordinance No. 17‑45, to make the pilot program permanent; and

 

     WHEREAS, the residential restricted parking zone program improved the quality of life for residents in the surrounding neighborhood by making available multiple parking spaces closer to their residences; and

 

     WHEREAS, currently, the ordinance allows up to one-hour of parking for any individual within the residential restricted parking zone, regardless of whether they have a permit; and

 

     WHEREAS, eliminating the one-hour grace period would further improve certain resident's quality of life; now, therefore

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the City and County of Honolulu's Department of Transportation Services is urged to seek to amend the ordinance on the residential restricted parking zone in Kalihi, House District 28, to eliminate the one hour grace period for any vehicle parking in an restricted parking zone and to ticket and tow any vehicle in violation of parking without an appropriate placard in the restricted parking zone; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Department of Transportation Services of the City and County of Honolulu and the State House of Representative of District 28.
