HOUSE RESOLUTION

 

 

Requesting the Department of Transportation to Investigate the Feasibility and conduct a cost-benefit analysis of paving roadways in hawaii with rubberized asphalt concrete.

 

 

 


     WHEREAS, over eight thousand tons of used tires are collected in Hawaii each year, many of which are not properly disposed of, creating health hazards and unsightly dumpsites; and

 

     WHEREAS, used tires that are properly disposed of are either discarded in landfills or burned for electricity generation, which releases harmful pollutants and greenhouse gases that cause climate change; and

 

     WHEREAS, as an environmentally friendly alternative, used tires may be recycled and used in the manufacture of rubberized asphalt concrete, which can be used as a substitute for traditional pavement; and

 

     WHEREAS, recovering and recycling used tires in this way gives a second life to the raw materials and natural resources used in its manufacture; and

 

     WHEREAS, roads constructed using rubberized asphalt concrete benefit from a significant reduction in traffic noise, increased resistance to rutting, fatigue, and reflective cracking, as well as increased skid resistance and visibility; and

 

     WHEREAS, the increased resistance of rubberized asphalt concrete compared to traditional building materials results in a longer life span for roads, which can offset the initial costs of its construction; and

 

     WHEREAS, other states have already begun to benefit from the use of rubberized asphalt concrete; and

 

     WHEREAS, for example, California recycles seventy-five percent of the seventy million tires that are disposed of each year by using them to manufacture rubberized asphalt concrete; and

 

     WHEREAS, converting used tires into rubberized asphalt concrete for use in the State's roads will derive value from used tires, provide a better incentive for the people of the State to recycle their tires, and ultimately, reduce the amount of improperly disposed tires, resulting in a significant reduction in environmental clean-up costs for Hawaii's counties each year; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Department of Transportation is requested to investigate the feasibility and conduct a cost-benefit analysis of paving roadways in Hawaii with rubberized asphalt concrete; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to report its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Transportation.
