HOUSE RESOLUTION
Requesting the study and development of quieter alternatives to back-up beepers among delivery trucks.
WHEREAS, Waikiki is a world-famous destination for millions of tourists annually, and is the home of more than 27,000 residents; and
WHEREAS, tourists and residents enjoy the beauty and serene environment of Waikiki, and that quality of life is ruined by noise pollution in the morning and night hours; and
WHEREAS, Waikiki produces many complaints of early morning back-up beepers from delivery trucks, some going off as early as 5:30 a.m. as they unload goods at nearby grocery stores; and
WHEREAS, efforts to require the delivery trucks' back-up beepers to be disabled between 10 p.m. and 6 a.m., and for the delivery trucks to use either a rear-view camera or spotter in its place, have not been successful; and
WHEREAS, in testimony submitted in 2006 and 2007, the Department of Transportation recommended a programmable switch that allows delivery truck drivers to set any desired time period of deactivation before beginning the backing maneuver; and
WHEREAS, the Hawaii Occupational Safety and Health Division of the Department of Labor and Industrial Relations (DLIR) once used to have rules and regulations regarding audible reverse alarm systems, but those rules were eliminated; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Hawaii Occupational Safety and Health Division of DLIR is requested to study and develop quieter alternatives to delivery trucks' back-up beepers, including promoting the use of programmable switches on the beepers; and
BE IT FURTHER RESOLVED that in studying and developing quieter alternatives the DLIR consider safety and liability concerns; and
BE IT FURTHER RESOLVED that the DLIR report to the Legislature its findings and recommendations and progress in developing quieter alternatives to delivery trucks' back-up beepers no later than 20 days prior to the convening of the Regular Session of 2012; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Labor and Industrial Relations; the Hawaii Occupational Safety and Health Division; the Director of Business, Economic Development, and Tourism; the Director of Transportation; and the Board of Directors of the Hawaii Tourism Authority.
