STATE OF HAWAII

HOUSE RESOLUTION

 

 

urging the mayor and the city council of the city and county of honolulu to replace all the cesspools and septic tanks in ewa and honouliuli and connect these communities to the city sewer system.

 

 

 

     WHEREAS, the sewer fees in the City and County of Honolulu have recently been increased by 38 percent; and

 

     WHEREAS, the intention of the increase was to fix and retrofit the aging sewer system of the city; and

 

     WHEREAS, the sewer system of Ewa and Honouliuli, which consists of cesspool and septic tanks, has been neglected since its inception; and

 

     WHEREAS, though they are not connected to a sewer line, the residents of Ewa and Honouliuli are assessed the same sewer fees as residents in other areas that are connected to a sewer line; and

 

     WHEREAS, leaky cesspools and septic tanks pose a threat to the environment, and the health and welfare of the Ewa and Honouliuli neighborhoods; and

 

     WHEREAS, the lack of an updated sewer system in Ewa and Honouliuli shows a measure of social and economic disparity between these neighborhoods and other neighborhoods; and

 

     WHEREAS, with respect to neighborhood and structural improvements, the residents of Ewa and Honouliuli deserve parity with residents of other areas, since Ewa and Honouliuli residents pay comparable taxes and sewer fees; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that this body urges the Mayor and City Council of the City and County of Honolulu to replace the septic tanks and cesspools in Ewa and Honouliuli and connect these communities to the main city sewer system; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, each member of the City Council of the City and County of Honolulu, and the Ewa Neighborhood Board.
