HOUSE RESOLUTION
urging the united states to support Taiwan's participation in international organizations, including the world health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization AND URGING international organizations TO grant TAIWAN membership, observer, or other appropriate status.
WHEREAS, Taiwan shares with the United States the universal values of freedom, democracy, and respect for human rights and the rule of law; and
WHEREAS, Taiwan and Hawaii have an established sister-state relationship since 1993, and sister-city or sister-county relationships have been established between Honolulu and Kaohsiung City, Maui County and Pingtung County, Hawaii County and Hualien County, and Kauai County and Penghu County; and
WHEREAS, the State of Hawaii Office in Taipei and the Taipei Economic and Cultural Office in Honolulu have worked together to promote cooperation and exchanges in tourism, agriculture, culture, education, and trade; and
WHEREAS, Taiwan has a gross domestic product of $828,600,000,000, making it the twenty-first largest economy in the world; and
WHEREAS, Taiwan's population is approximately twenty-three and a half million, making it the fifty-seventh most populous nation or dependency in the world; and
WHEREAS, Taiwan has full membership in forty intergovernmental organizations or their subsidiary bodies, including the World Trade Organization, Asia-Pacific Economic Cooperation, Central American Bank for Economic Integration; and
WHEREAS, Taiwan is also an observer or holds another status in twenty-five intergovernmental organizations or their subsidiary bodies, including the European Bank for Reconstruction and Development; and
WHEREAS, despite those memberships and statuses, Taiwan is not a member of the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, or International Civil Aviation Organization; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the United States is urged to support Taiwan's participation in additional international organizations, including the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization; and
BE IT FURTHER RESOLVED that the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization are urged to grant Taiwan observer or other appropriate status; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the President of the United States, President of Taiwan, Director-General of the World Health Organization, Secretary General of the International Criminal Police Organization, Executive Secretary of the United Nations Framework Convention on Climate Change, and President of the International Civil Aviation Organization.
