HOUSE RESOLUTION

 

 

requesting the department of education, in collaboration with the department of law enforcement, to conduct a study on the FEASIBILITY of having school resource officers in the State and the effects of having school resource officers on the campuses of educational institutions.

 

 

 


     WHEREAS, public schools in the State have been marred by a series of disturbing incidents that have jeopardized the safety and well-being of our children and educators; and

 

     WHEREAS, in November 2022, Waikoloa Elementary and Intermediate School was placed on lockdown due to an armed individual on campus; and

 

     WHEREAS, in October 2023, Waianae High School and Castle High School were forced to cancel a football game due to credible gun threats; and

 

     WHEREAS, in December 2023, Nanakuli High School reported an afterhours armed robbery; and

 

     WHEREAS, in January 2024, Waimanalo Elementary and Intermediate School went on lockdown due to a report about an armed individual on campus; and

 

     WHEREAS, these incidents are not isolated events but represent a growing trend of violence and disruption within the State's public schools; and

 

     WHEREAS, such threats undermine the very foundation of education, creating an atmosphere of fear and anxiety that impedes learning and jeopardizes the future of Hawaii's children; and

 

     WHEREAS, the use of school resource officers in the State deserves consideration to ensure the protection of young children in Hawaii; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Education, in collaboration with the Department of Law Enforcement, is requested to conduct a study on the feasibility of having school resource officers in the State and the effects of having school resource officers on the campuses of educational institutions; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, and Director of Law Enforcement.
