A BILL FOR AN ACT
MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. This Act is recommended by the governor for immediate passage in accordance with article VII, section 9, of the Constitution of the State of Hawaii.
SECTION 2. The legislature finds that vaccination is the primary intervention viewed as having the ability to dramatically decrease the health impacts of the coronavirus disease 2019 (COVID‐19) pandemic. The overall impact of a vaccination program during a pandemic depends on how rapidly a viable vaccine becomes available, its effectiveness in preventing further disease spread, its supply, and the ability to allocate and administer it effectively and efficiently.
In late 2020, the United States Food and Drug Administration issued emergency use authorization of vaccines for the prevention of COVID‐19. Significant logistical support is required for the department of health to manage the rapid distribution and dispensing of COVID-19 vaccines. However, the base budget of the department of health is unable to accommodate a full-scale deployment of the vaccination plan.
Therefore, the purpose of this Act is to make an emergency appropriation for fiscal year 2020-2021 to provide funds for the department of health to implement the State's COVID-19 vaccination plan.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for implementation of the State of Hawaii COVID-19 vaccination plan.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for the continuation of contracted disease investigation, contact tracing, and first contact callers for COVID-19 positive cases and close contacts.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for additional supplies for front-line public health workers.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 6. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for additional testing, personal protective equipment, and industrial hygiene services for Kalaupapa residents traveling to Oahu for medical care.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 7. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for overtime pay for public health nurses for COVID-19 surge response efforts.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 8. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for the Hawaii district health office to rent a temporary space for contracted workers.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 9. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 to contract out first contact calling services for contact tracing support.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 10. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for tests contracted with Diagnostic Labs and Clinical Labs, including the Department of Public Safety inmate testing, and for the implementation of pediatric-oriented testing strategy.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 11. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for tuberculosis clearance requirements for health care volunteers in vaccination operations.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 12. Should any project or program paid for by state funds under this Act later become eligible for federal reimbursement, the federal reimbursement funds shall be deposited into the general fund.
SECTION 13. This Act shall take effect on July 1, 2050.

Description:
Makes emergency appropriations to the department of health provide funds for supplies, personnel, equipment, and related efforts to implement the State's COVID-19 vaccination plan and other COVID-19 related expenses. Requires that should any project or program paid for by state funds become eligible for federal reimbursement, those federal funds shall be deposited into the general fund. Effective 7/1/2050. (HD1)
