A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the eleventh senatorial district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $31,339,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of financing capital improvement projects for the eleventh senatorial district, as follows:

To be expended by the department of education:

     A.   President Theodore Roosevelt high school, Oahu.

          Design, construction, and equipment for a new gymnasium with locker rooms, classrooms, and other related facilities necessary to provide equitable opportunities for girls and boys; ground and site improvements; equipment and appurtenances.

               Equipment                              1,000,000

                        Total funding                $ 15,000,000

     B.   President Theodore Roosevelt high school, Oahu.

          Plans, design, construction, and equipment for a new band-room facility with instructional support spaces; ground and site improvements; equipment and appurtenances.

                   Total funding                      $  6,200,000

     C.   Robert Louis Stevenson middle school, Oahu.

          Plans and design for a multipurpose recreational facility including classrooms, gymnasium, locker rooms, and meeting space; ground and site improvements; equipment and appurtenances.

          Plans, design, construction, and equipment for a covered play court facility.

          Construction for the repair and repaving of the Kinau street-side parking lot.

          Design and construction for a new parking lot on the Piikoi street side of campus.

     I.   President George Washington middle school, Oahu.

          Construction of a new band room.

               Construction                           $  5,000,000

                   Total funding                     $  5,000,000

To be expended by the department of labor and industrial relations:

          Japanese cultural center of Hawaii, Oahu.

          Construction and equipment to seal coat and waterproof the second floor parking deck, facilities exterior painting phase 1 and 2, and replacement of the Beretania street electronic roll-up gate.  This project qualifies as a grant pursuant to chapter 42F, Hawaii Revised Statutes.

               Construction                            $    513,000

               Equipment                          51,000

                   Total funding                     $    564,000

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
