A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR KAHILU THEATRE IN WAIMEA, HAWAII.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Responsive to cultural needs of the community, the Kahilu theatre provides a home for the presentation, support, education, and promotion of the performing arts.  The Kahilu theatre has thrived in its three decades, evolving artistically, growing gracefully, and enriching the Big Island community through more than four hundred fifty performances by artists – both big names and small – from all corners of the globe.  Dance troupes, play productions, symphony orchestras, chamber quartets, acrobats, jugglers, taiko drummers, jazz bands, ballet dancers, comedians, pianists, guitarists, Hawaiian musicians, opera companies, singers, and performance artists of every description have graced the Kahilu theatre stage since 1981.

     In 2001, the Kahilu theatre became completely dependent on funding sources outside of Parker Ranch and the legacy of Richard Smart, the former owner of the theatre.  The Kahilu Theatre Foundation was also established and worked toward securing a thirty-year lease to operate the theatre.  The Kahilu theatre has undergone a major revitalization coordinated by a committed board and dynamic managing director.  The artistic programming during the past ten years has been ambitiously revamped to reflect the interests and needs of the community: the season's shows now reflect a tremendous diversity of international talent, creativity, imagination, and performing art.  The Kahilu theatre has also reached out to a greatly expanded youth audience, presenting performances for children at the theatre and having its visiting artists tour to area schools.  Year round and summer youth programs and opportunities have likewise been greatly augmented.

     The Kahilu Theatre Foundation board of directors has worked hard to develop support for the theatre through grants, friends' donations, fundraising events, and show sponsorships to support seventy per cent of the Kahilu's annual $1,000,000 operating budget.  The existence of the theatre is reliant upon the continued generosity and commitment from its community.

     The purpose of this Act is to make an appropriation to The Kahilu Theatre Foundation to augment its operating budget.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to The Kahilu Theatre Foundation for the Kahilu theatre in Waimea, Hawaii, to augment its operating budget.

     The sum appropriated shall be expended by the state foundation on culture and the arts.

      SECTION 3.  This Act shall take effect on July 1, 2013.
