A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $22,609,261 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the thirteenth senatorial district, as follows:
Equipment for systems to increase luminosity and visual acuity, bring areas of the building up to safety code and egress standards, and reduce power consumption.

The sum appropriated for this capital improvement project shall be expended by the city and county of Honolulu.
2. Central middle school
Equipment for replacing stage lighting in building B.
Equipment $120,000
Total funding $120,000
The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.
3. Central middle school
Equipment for installing ceiling fans in building B cafeteria.
Equipment $40,000
Total funding $40,000
The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.
4. Central middle school
Equipment for replacing house lighting in building B auditorium.
Equipment $100,000

Construction for installing walls between various classrooms in buildings S and D.

Construction for repair of the stage area under the tree shared between the school and adjacent community park.

Plans, design, and construction for cleaning and painting of building exteriors, providing concrete exteriors stairs and walkways, and providing irrigation systems and landscape improvements of historic buildings A, B, C, D, and E.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2019.
