A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE COUNTY OF MAUI.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The county of Maui is undertaking initiatives to promote mixed-use development and revitalize its existing civic center of Wailuku and its commercial and retail center of Kahului, with improved bus transit service and other multi-modal transportation options being an integral part of improving access to jobs and services throughout Maui.  The county of Maui department of planning intends to identify redevelopment opportunities in Wailuku and Kahului, including transportation improvements for the transit corridor connecting the two centers, to capitalize on the potential for co-locating affordable housing, jobs, public services, and other amenities to create walkable communities.

     The purpose of this Act is to authorize the issuance of general obligation bonds for the county of Maui.

SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $         or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the county of Maui, as follows:

1.   Wailuku-Kahului Transit Corridor Master Plan, Maui

Planning and development of implementation strategy for public facility and multi-modal transportation improvements for the transit corridor connecting Wailuku and Kahului, and related civic improvement and affordable housing to increase livability of Wailuku and Kahului town centers.

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 4.  This Act shall take effect on July 1, 2049.
