A BILL FOR AN ACT
Relating to Health.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
In 2021, caregivers of people with Alzheimer's disease or other dementias provided approximately sixteen billion hours of informal care at an economic value of approximately $271.6 billion. More than thirty per cent of seniors in assisted living facilities have Alzheimer's disease or other dementias, and one-third of home health care and adult day care recipients have Alzheimer's disease or other dementias. Average per-person medicaid spending for seniors with Alzheimer's disease or other dementias is twenty-two times greater than average per-person medicaid spending across all seniors without dementia. By 2050, spending on those with Alzheimer's disease will total almost $1,000,000,000,000.
The purpose of this Act is to appropriate funds for an Alzheimer's disease and related dementias public health campaign.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for an Alzheimer's disease and related dementias public health campaign that educates the public on early signs of cognitive impairment, the value of early detection and diagnosis, and benefits of discussing changes in memory and thinking with health care professionals.
The sums appropriated shall be expended by the executive office on aging for the purposes of this Act.
SECTION 3. This Act shall take effect on December 31, 2050.
