A BILL FOR AN ACT

 

 

relating to the child support enforcement agency.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the child support enforcement agency requires a "maintenance of effort" of $5,546,266 annually to meet the minimum standards necessary to carry out its statutory duties.  The child support enforcement agency is dangerously close to being unable to meet these minimum standards because of continuous funding cuts to its programs.  For example, in 2012, several positions within the child support enforcement agency were abolished.  These positions provided much needed services to the public and helped the agency in carrying out its mission.

     The purpose of this Act is to appropriate funds to the department of the attorney general for the re-establishment of several positions within the child support enforcement agency.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $348,492 or so much thereof as may be necessary for fiscal year 2014-2015 to fund the following positions within the child support enforcement agency:

     Position title                 FTE            Amount

     General professional           2.0           $88,824

     Investigator III               2.0           $82,080

     Support payment officer        2.0           $67,512

     Social service assistant IV    2.0           $57,672

     Office assistant IV            1.0           $27,756

     Social service aid             1.0           $24,648

     The sum appropriated shall be expended by the department of the attorney general for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
