A BILL FOR AN ACT
relating to human trafficking.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that human trafficking is not just a problem in other countries. Cases of human trafficking have been reported in all fifty states, Washington D.C., and some territories of the United States. Trafficking can involve school-age children, particularly those not living with their parents, who are vulnerable to coerced labor exploitation, domestic servitude, or commercial sexual exploitation.
The purpose of this Act is to help combat human trafficking by raising awareness in Hawaii's public schools so that employees, teachers, counselors, parents, and other students can identify victims and report suspected incidences of human trafficking.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Additional licensure requirements. In addition to the licensure requirements of section 302A-805, beginning on January 1, 2013, the Hawaii teacher standards board shall require teachers to complete a minimum of two hours of instruction designed to combat human trafficking by raising awareness about human trafficking, including how to identify victims of human trafficking and strategies for the prevention of human trafficking of children."
SECTION 3. (a) The department of education, in collaboration with the department of human services, shall provide training for employees of the department of education on human trafficking, including strategies for the prevention of human trafficking of children.
(b) The department of human services, in collaboration with experts in the field of human trafficking, shall provide to the department of education:
(1) Resource information on human trafficking, including strategies for prevention of human trafficking of children, to be distributed to school principals, teachers, and counselors; and
(2) Materials for distribution that describe state and national resources to which students, parents, counselors, and school personnel can refer to for information on human trafficking, including strategies that assist in preventing the human trafficking of children.
SECTION 4. (a) The department of education, in collaboration with the department of human services and experts in the field of human trafficking, shall develop, as part of the department of education's health curriculum, content on human trafficking. Such content shall include methods used to lure children into trafficking, identification of trafficking victims, the treatment of victims of human trafficking by traffickers, strategies that assist in preventing the human trafficking of children, and resource information on human trafficking.
(b) The curriculum required by subsection (a) shall be included in the department of education's health education curriculum by the 2012-2013 school year.
SECTION 5. New statutory material is underscored.
SECTION 6. This Act shall take effect upon its approval.
