A BILL FOR AN ACT

 

 

RELATING TO COMPREHENSIVE STATEWIDE RECYCLING AND ENERGY RENEWAL POLICY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there is a real need for comprehensive strategic planning in the effort towards achieving full use of Hawaii's energy resources and the most effective allocation of energy resources throughout the State.  Planning is necessary and desirable in order that the State may recognize and declare the major problems and opportunities in the field of energy resources.  Both short-range and long-range planning will permit the articulation of:

         (A)  Broad policies, goals, and objectives;

         (B)  Criteria for measuring and evaluating accomplishments of objectives;

         (C)  Identification and implementation of programs that will carry out such objectives; and

         (D)  A determination of requirements necessary for the optimum development of Hawaii's energy resources.

     The legislature further finds that recycling saves natural resources.  Our finite reserves of natural resources are being depleted rapidly, particularly with the increasing use of disposable products and packaging.  Reprocessing used materials to make new products and packaging reduces the consumption of natural resources. 

     The legislature further finds that recycling saves energy.  Energy savings are a very important environmental benefit of recycling, because using energy requires the consumption of scarce fossil fuels and involves emissions of numerous air and water pollutants. 

     The legislature further finds that recycling saves the environment.  By reducing the amount of energy used by industry, recycling also reduces greenhouse gas emissions and helps prevent global climate change. This is because much of the energy used in industrial processes and in transportation involves burning fossil fuels like gasoline, diesel and coal, the most important sources of carbon and other greenhouse gas emissions into the environment. 

     The purpose of this Act is to establish a comprehensive statewide recycling and renewable energy public policy and implementation plan.

     SECTION 2.  Section 342G-12.5, Hawaii Revised Statutes, is amended to read as follows:

     "§342G‑12.5  Recycling and renewable energy coordinator.  There is established a position of assistant to the coordinator of the office of solid waste management to be known as the recycling and renewable energy coordinator.  The position may be appointed by the director in accordance with chapter 76.  The recycling and renewable energy coordinator shall:

     (1)  Coordinate the recycling functions of the State and counties; and

     (2)  Develop a comprehensive recycling and renewable energy public policy and plan of implementation for integrating the functions of statewide recycling and renewable energy activities."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
