A BILL FOR AN ACT
relating to pesticides.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there are nearly ten thousand pesticides registered for use in Hawaii. The department of agriculture is responsible for ensuring pesticides are used correctly in Hawaii. Currently, there is no amnesty program or place for proper disposal of illegal or unused restricted use pesticides, which leads to improper storage or illegal dumping. The purpose of this Act is to require the establishment of an amnesty program and bins in which illegal or unused restricted use pesticides may be properly disposed without fear of legal repercussions.
SECTION 2. No later than January 1, 2019, the department of agriculture, in collaboration with the department of health, shall create a restricted use pesticide amnesty program and provide restricted use pesticide amnesty bins within each county for the anonymous and proper disposal of illegal or unused restricted use pesticides.
SECTION 3. This Act shall take effect upon its approval.
