A BILL FOR AN ACT

 

 

relating to film industry.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State first established the Hawaii film studio in 1976 on former University of Hawaii land, initially in support of the original Hawaii Five-0 series, but moreover in an effort to provide greater incentive for film and television productions to film in Hawaii.  In 1989, the property was transferred by executive order from the University of Hawaii to the department of business, economic development, and tourism and the department's Hawaii film office began managing the facility, which is located adjacent to the Diamond Head state monument.  More than twenty major motion pictures and television productions have utilized the film studio, including Hawaii Five-0, Magnum P.I., Mighty Joe Young, Final Fantasy, Blue Crush, Tears of the Sun, Hawaii, North Shore, LOST, Off The Map, and The River.

     The legislature further finds that the University of Hawaii's academy for creative media offers students an opportunity to tell their own stories through multiple platforms of digital media, including work experience in the State with television shows and feature films.  Therefore, there is a desire to expand the film industry further in the State, yet finding studio space is challenging.  Constructing a new studio on the campus of the University of Hawaii West Oahu would support the film industry, further film education, and create additional jobs in Kapolei and west Oahu.

     The purpose of this Act is to require and appropriate funds for the department of business, economic development, and tourism, in collaboration with the University of Hawaii West Oahu, to develop a master plan to build a studio complex on the campus of the University of Hawaii West Oahu to be used for film production and classes for the academy of creative media.

     SECTION 2.  (a)  The department of business, economic development, and tourism, in collaboration with the University of Hawaii West Oahu, shall develop a master plan to construct a studio complex on the campus of the University of Hawaii West Oahu to be used for film production and classes for the University of Hawaii's academy of creative media.

     (b)  The department of business, economic development, and tourism shall submit the master plan, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2019.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $2,000,000 or so much thereof as may be necessary for fiscal year 2018-2019 for the development of a master plan to construct a studio complex on the campus of the University of Hawaii West Oahu to be used for film production and classes for the University of Hawaii's academy of creative media.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2018.
