A BILL FOR AN ACT
RELATING TO HYDROELECTRICITY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that hydroelectricity is the lowest cost form of renewable energy, but has limited use in Hawaii. The natural energy laboratory of Hawaii authority has been in development of producing hydroelectric power for use by the State for over ten years with private investment of over $275,000, to date, which culminated as a lab prototype that proved the concept. The Poseidon hydroelectric system draws water directly from the ocean, amplifies the power of the water, and uses it to produce electricity before returning it unharmed to the ocean; it does not use wave energy or temperature inversions. The system relies on proven technology to address an important need for the people of Hawaii.
The legislature further finds that there is a proposed pilot project that uses a patent-pending device to reduce the cost of electricity in Hawaii via the use of ocean water, one of the State's most plentiful resources. The use of this device is planned to produce low cost renewable hydroelectricity, thereby saving money for every resident while lowering the cost of business in every sector of the State's economy.
The use of this device will allow the natural energy laboratory of Hawaii authority to accomplish a two kilowatt pilot project on the ocean and a fifty kilowatt project to lay the foundation for a one hundred megawatt power plant on the island of Oahu. These projects will help the natural energy laboratory of Hawaii authority achieve its strategic mission.
The purpose of this Act is to appropriate funds to the natural energy laboratory of Hawaii authority to enable the authority to continue its efforts in producing hydroelectric power for the State.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $350,000 or so much thereof as may be necessary for fiscal year 2018-2019 for the natural energy laboratory of Hawaii authority to continue its efforts in producing hydroelectric power for the State.
The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.
