STATE OF HAWAII

A BILL FOR AN ACT

 

 

RELATING TO PROCUREMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  (a)  There is established an emergency procurement pilot program under which the department of law enforcement may contract for goods, services, and construction through emergency procurement pursuant to section 103D-307, Hawaii Revised Statutes, but without obtaining prior approval from the chief procurement officer, for situations such as equipment failure and repairs to public property that are necessary to protect against further loss or damage to public property, or to prevent or minimize serious disruptions in government services, within the boundaries of the district described in section 4-1(2)(D), Hawaii Revised Statutes; provided that the director of law enforcement shall account for the money spent in making any emergency procurement and report on the accounting to the legislature within sixty days after the end of the fiscal year in which the emergency procurement was made.

     (b)  The department shall submit a report of its findings and recommendations, including any proposed legislation, on the emergency procurement pilot project to the legislature no later than twenty days prior to the convening of the regular session of 2027.

     (c)  The emergency procurement pilot program shall cease to exist on July 1, 2027.

     SECTION 2.  This Act shall take effect on July 1, 2112.

Description:

Establishes a three-year pilot program that allows the Department of Law Enforcement to conduct emergency procurement in certain districts under certain circumstances.  Requires reports to the Legislature.  Takes effect 7/1/2112.  (SD1)
