A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE THIRD SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $50,500,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2011-2012, for the purpose of capital improvement projects for the third senatorial district, as follows:
1. Expansion and improvements for area hospitals and clinics.
A. Kona Hospital - construct, renovate, and improve fire sprinkler system, emergency power heating and ventilation system (HVAC), facility master plan, roofs, and emergency room expansion.
Total funding $13,000,000
B. Kohala Hospital - facility renovations.
Total funding $5,000,000
C. West Hawaii Community Health Center - expansion, drug treatment room, pediatric dental and satellite clinic.
Total funding $1,000,000
2. Kona Courthouse
A. Improvements
Land acquisition $5,000,000
Design and reconstruction $6,000,000
Total funding $11,000,000
3. Laiopua housing facilities
A. Expansion and improvements
Total funding $500,000
4. Improvement for natural land and energy projects.
A. Natural Energy Laboratory of Hawaii (NELHA) - pipeline replacement
Total funding $5,000,000
5. West Hawaii Community College
A. Expansion, construction, and improvements for classrooms and student center.
Total funding $15,000,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in item 1 shall be expended by the department of accounting and general services;
(2) The sum appropriated in item 2 shall be expended by the judiciary;
(3) The sum appropriated in item 3 shall be expended by the department of human services;
(4) The sum appropriated in item 4 shall be expended by the department of business, economic development, and tourism; and
(5) The sum appropriated in item 5 shall be expended by the University of Hawaii.
SECTION 4. This Act shall take effect on July 1, 2011.
