A BILL FOR AN ACT
RELATING TO THE SOLEMN COVENANT OF THE STATES TO AWARD PRIZES FOR CURING DISEASES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of health shall establish a task force to study and recommend to the legislature the feasibility of entering into the solemn covenant of the states to award prizes for curing diseases.
(b) The task force shall study the feasibility of entering into the solemn covenant of the states to award prizes for curing diseases. The study shall include:
(1) Economic development and business opportunities that may result from entering into the solemn covenant of the states to award prizes for curing diseases;
(2) Marketing requirements necessary to promote the covenant and awarding of prizes;
(3) Costs involved in administering the solemn covenant of the states to award prizes for curing diseases;
(4) Expected benefits, financial or otherwise, that may accrue to the State as a result of entering into the covenant;
(5) Identification of potential issues;
(6) Development of standards to determine the types of cures eligible for awards;
(7) Protocols and safeguards for a successful cure;
(8) Types of contracts or agreements necessary; and
(9) Any other objective deemed necessary by the director of health or the task force.
(c) The department of health, in consultation with
the task force, shall submit a report of its findings and recommendations,
including any proposed legislation, to the legislature no later than twenty
days prior to the convening of the regular session of 2022.
(d) The task force shall serve until it has accomplished the objectives of this Act or twenty days prior to the convening of the regular session of 2022, whichever occurs first.
SECTION 2. This Act shall take effect on July 1, 2060.
